Today, May 13, 2026, the Kiwanis Flagler Palm Coast Club proudly hosted its 20th Annual Law Enforcement Officer of the Year Awards Luncheon, recognizing the dedication, courage, and service of outstanding officers throughout the community.

Sergeant Adrian Zapata
Among those honored was Sergeant Adrian Zapata of the Bunnell Police Department, who was selected as the department’s nominee for Law Enforcement Officer of the Year.
This prestigious recognition reflects far more than exceptional police work. Throughout the past year, Sergeant Zapata has served as the backbone of the department’s daily patrol operations, consistently leading by example while mentoring younger officers and supporting staff at all hours of the day and night. Known for his calm demeanor, professionalism, and dependability, he has earned the respect of both fellow officers and the community he serves.
Sergeant Zapata also demonstrated extraordinary bravery during two separate life-threatening emergencies on consecutive days. In one incident, he helped save the life of an elderly resident suffering cardiac arrest. In another, he responded swiftly to aid a three-month-old infant who had stopped breathing. His quick decision-making, composure under pressure, and unwavering commitment to preserving life exemplify the highest standards of law enforcement service.
A proud six-year veteran of the United States Marine Corps, Sergeant Zapata continues to embody the spirit of “Service Above Self” through his leadership, humility, integrity, and unwavering dedication to protecting and serving the community.
The City of Bunnell and the Bunnell Police Department expressed immense pride in Sergeant Zapata’s accomplishments and his continued commitment to excellence in public service.

Officer Camilla Romero
On Wednesday, May 13, 2026, Officer Camilla Romero was honored with the prestigious 2026 Kiwanis Officer of the Year Award during the annual recognition ceremony hosted by the Kiwanis Flagler Palm Coast Club.
Officer Romero was recognized for her outstanding dedication to law enforcement, unwavering commitment to the community, and the positive spirit she brings to those around her each day. Her professionalism, compassion, and strong work ethic have made a lasting impact within both the Flagler Beach Police Department and the community she proudly serves.
Known for her infectious positivity and caring approach, Officer Romero continues to exemplify the values of integrity, service, and community partnership. Her contributions have proven her to be an invaluable asset to the department, earning the admiration and respect of her fellow officers and residents alike.
The Flagler Beach community and police department expressed gratitude and pride in celebrating Officer Romero’s accomplishments and dedication to public service.

Deputy Kyle Manka
The Kiwanis Flagler Palm Coast Club honored Deputy Kyle Manka as one of its 2026 Law Enforcement Officers of the Year during the club’s 20th Annual Law Enforcement Officer of the Year Awards Luncheon held on Wednesday, May 13, at the Southern Recreation Center. The event was held in conjunction with National Police Week in Washington, D.C.
Deputy Manka joined the Flagler County Sheriff’s Office in 2020 and currently serves in the Community Policing Division. Throughout 2025, he has been recognized for multiple lifesaving actions and high-risk responses that demonstrated courage, professionalism, and dedication to public safety.
One of the incidents occurred on May 8, when deputies, firefighters, and paramedics responded to a 911 call in Palm Coast involving a 9-year-old child who had stopped breathing and was turning blue. Deputies arrived within minutes carrying an automated external defibrillator. Deputy Manka immediately assisted in lifesaving efforts and performed CPR until paramedics arrived. Thanks to the quick response and coordinated efforts, the child regained consciousness and resumed breathing while being transported to the hospital.
Deputy Manka was also recognized for his role in safely disarming a suicidal individual during a dangerous high-risk call. After the firearm malfunctioned and failed to discharge, Deputy Manka and another deputy acted swiftly to secure the weapon and place the individual into protective custody without further harm.
In addition, Deputy Manka has responded to numerous medical emergencies throughout the year, including CPR calls, Narcan administration, and providing critical lifesaving care until medical personnel could assume treatment.
“Deputy Manka’s quick thinking, calmness under pressure, and commitment to serving and protecting our community exemplifies law enforcement across the United States,” said Sheriff Rick Staly. “We thank the Flagler Palm Coast Kiwanis Club for honoring Deputy Manka and the officers from the Bunnell and Flagler Beach Police Departments and for their continued support of law enforcement.”
Community Policing Division Chief Jon Welker accepted the award on Deputy Manka’s behalf. Alongside Deputy Manka, the Kiwanis Club also recognized Sergeant Adrian Zapata and Officer Camilla DeFriese-Romero for their outstanding service and dedication to the community.

Sheriff Rick Staly
Sheriff Rick Staly served as the keynote speaker during the Kiwanis Flagler Palm Coast Club 20th Annual Law Enforcement Officer of the Year Awards Luncheon held on Wednesday, May 13, 2026, at the Southern Recreation Center.
During his presentation, Sheriff Staly provided important updates on public safety efforts, crime prevention initiatives, and ongoing law enforcement programs throughout Flagler County. He also expressed appreciation for the dedication and service of the men and women in law enforcement who work tirelessly to protect and serve the community.
The luncheon brought together local leaders, officers, community members, and public safety supporters to recognize the outstanding achievements and commitment of law enforcement professionals across the county.
A special thank you was extended to Sheriff Staly for his inspiring message, leadership, and continued commitment to keeping Flagler County safe.
